Over Ksh 250M misappropriated by six counties

A total of 257.9 million shillings has been misappropriated in six counties, according to a survey done by the National Taxpayers’ Association (KTA).

According to the association, 8.5 million shillings more cannot be accounted for the in survey that covered spending of devolved funds in Busia, Nyeri, Kisumu, Kwale, Nandi and Kitui counties.

National Taxpayers Association National Coordinator Martin Napisa says the report focused on up to 55 projects in the said counties, but has decried haphazard funding and implementation of projects.

Speaking at the launch, EACC Commissioner Abdi Maalim called for more concerted efforts and public involvement in the fight against corruption at the national and county government levels.

NTA Chair Peter Kubebea now wants the Auditor General’s office allowed to freely perform its duties to seal graft loopholes, with Auditor General Edward Ouko calling for more public involvement in projects.

Ouko called on county governments to ensure prudent use of tax payers funds allocated to them.

Speaking at the National Tax Payers Association launch of the county citizens report card, Ouko called on the governors to be proactive in service delivery.

The report, launched at a Nairobi hotel, documented the use of county funds allocated to at least six counties.

In the report, Kisumu County was mentioned as among those that had higher number of projects that had successfully been completed during the period under review.

In Nyeri County, the report pin pointed only nine projects initiated by the county government having been completed out of the 30 projects it initiated in the period under review.

The report comes on the backdrop of the release of the 2016/17 financial year budget in which the devolved units of government were allocated over 280 billion shillings.
