Parliament to approve TJRC report in March MP

Members of Parliament have promised to adopt the controversial Truth Justice and Reconciliation Commission (TJRC) report before end of March 2016.

Speaking during a parliamentarians and survivors meeting, Kakamega Women Representative MP Rachael Ameso told the victims and survivors of past human rights abuses that MPs will ensure the report is approved in Parliament.

Ameso said MPs would also come up with a strategy of sharing the Sh90 billion announced by the president as a fund for survivors of past injustices.

The TJRC report was forwarded to Parliament in 2013 for adoption but has not yet been approved to pave way for the implementation of its recommendations.

In 2013 the International Center for Transitional Justice (ICTJ) welcomed the release of the TJRC Report, which was the result of an official truth-seeking process undertaken by Kenya following the 2007/2008 post-election violence.

The report shared the TJRC’s findings on gross violations of human rights, economic crimes, illegal acquisition of public land, marginalisation of communities, and ethnic violence between 1963 and 2008.

The truth commission experienced internal problems and challenges throughout its operations, including serious allegations of conflict of interest with respect to its then chair, Ambassador Bethuel Kiplagat.

The commission was also considerably delayed in completing and publishing its final report.

According to the ICTJ, the commission’s failure to publish its findings before the General Election on March 4, 2013 undermined one of the main rationales of the commission and denied the people of Kenya information to which they were entitled as they went to the polls.
