Kenya police now have digital Occurrence Book (OB)

The National Police Service (NPS) now has a digital occurrence book (OB) that officers will use to record incidents reported at stations countrywide.

NPS said the digital system is to ensure that all entries made are on permanent record and cannot be edited.

“This will guarantee transparency and accountability in police operations at the station level. The reports entered will be subject to monitoring by ward, county and regional commanders as well as the Inspector General and other top commanders,” NPS said.

The digital OB is part of the government policy to digitize service delivery for Kenyans.

Inspector General Hillary Mutyambai launched the digital OB at midnight at the Kasarani Police Station.

In 2017, the National Police Service was urged to discard the physical OB that involved manual recording of crime-related incidents at their stations.

Mr. John Barorot , Telkom Kenya’s Chief Technology Officer expressed concern over use of manual OBs across the country.

He averred that it was cumbersome and difficult to obtain instant information on nature of prevailing crimes in different locations in the country.

“Most of the government services have been moved to digital platforms and if police adopted the digital format in recording incidents of at their various stations, it would ease efficient collection of data that could be accessed instantly for the formulation of effective strategies to rapidly respond to incidents and crime,” he said.

Two years later, when IG Mutyambai took the oath of office, he stated digitization of the OB system as one oh his priorities.

“I will be keen to implement the National Police Service information management system, which digitizes the Occurrence book and the Case File Management System. This will enable members of the public to track the progress of their complaints and enable them give us feedback and compliments,” he said in his speech on April 8, 2019.
