Prove you disbursed doctors cash, governors dare Mailu
The Council of Governors (CoG) on Tuesday denied claims made by the Health CS Cleopa Mailu that the national government disbursed funds to county governments to pay increased allowances awarded to doctors, clinical officers, nurses and other health professionals.
The national government committed to provide counties with monies to pay for the increased allowances but the funds have not been disbursed because the Senate has not reconvened to approve the allocations as mandated by the Constitution, the CoG revealed.
“The CoG appeals to the Senate to reconsider convening urgently as a matter of national interest to approve these allocations,” said the governors through a statement sent to newsrooms on Tuesday.
In addition, the governors accused the Health ministry of paying allowances only to health workers under their watch, leaving out those employed by the devolved units.
Now, the governors are daring the Health CS Mailu to provide evidence proving that the funds have been disbursed to the counties.
“…make public the schedule of disbursement for each county, dates and actual amounts as he, Dr. Mailu, has communicated,” the CoG statement read.
The Kenya National Union of Nurses instructed its members to start a nationwide strike at the counties after both the national and county governments failed to honor the 2016/2017 Collective Bargaining Agreement.
