Rutto: I Have Not Refused To Appear Before Senate

Speaking at a forum on the referendum, Ruto said accountability in counties should only be handled by county assemblies, as stipulated in the constitution.

Ruto said he would continue with his referendum push to raise funds to counties.

Ruto called for devolution of more functions.

Ruto was speaking after governors launched their own signature collection drive in Bomet and Kakamega counties.

However, speaking at the same forum, constitutional expert Yash Pal Ghai opposed the referendum push by the opposition and governors, instead asking them to use other available channels to have their concerns addressed, including the courts.
