Senate issues arrest warrant against Munya

The Senate Public Accounts and Investment Committee (PAIC) now wants the Inspector General of Police Joseph Boinett to arrest and produce Meru Governor Peter Munya before the Senate on September 27 at 8:00am.

The Senate accuses Munya of failing to honour the Senate Committee summon twice to respond to audit queries raised by the office of the Auditor General on the spending of the County Government of Meru in the 2013/14 Financial Year.

In the letter to the IG and in possession of Radio Citizen, the Senate says: “Pursuant to the aforementioned provisions the committee issued summons to Hon. Peter Munya, Governor of Meru to appear before the Senate Sessional Committee on Public Accounts and Investments on Monday 5th, September. Munya failed to appear.”

“The summon was issued to Munya to appear and enable the Committee commence considerations of the report of the Auditor General, Edward Ouko, on the financial operations of the Meru County.”

“However, the Governor, notwithstanding the notice, failed to honour the summons to appear.”

The letter went ahead to read: “Subsequently, the Committee passed a resolution to compel the Governor to appear before the Committee in accordance with Article 125 of the Constitution of Kenya which provides either House of Parliament to or any of its Committees has powers to summon any person to appear before it for purpose of giving evidence or providing information needed.”

So far the PAIC has grilled 20 county executives over public funds expenditure during the year 2013/2014. Other counties have pending audit queries.

Among the counties that have successfully undergone the senate grilling include Lamu, Marsabit, Mombasa, and Samburu among others.
