Senator Sang defends CS Keter for campaigning in Kericho

Nandi Senator Stephen Sang has defended Energy Cabinet Secretary Charles Keter over his involvement in campaigning for Kericho Senator-elect Aaron Cheruyiot in the just concluded by-election.

Sang argues that Keter is a registered voter in Kericho County and is not barred by any law from exercising his democratic right of electing a leader of his choice.

This comes just a day after the Independent Electoral and Boundaries Commission (IEBC) said that it was investigating Keter over his involvement in the campaigns despite being a government official.

On Tuesday, the commission took up the matter following complaints by Kanu leaders.

According to Public Officers Ethics Act (16): “a public officer shall not, in or in connection with the performance of his duties as such; (a) act as an agent for, or so as to further the interest of, a political party; or (b) indicate support for or opposition to any political party or candidate in an election.”

Elections Act 2011 (43) (2) states that “a public officer who acts as an agent for, or so as to further the interest of, a political party; or indicates support for or opposition to any political party or candidate in an election commits an offence and is liable on conviction, to a fine not exceeding one million shillings or to imprisonment for a term not exceeding three years, or to both.”
