Six police officers to be charged over killings, assault IPOA

The Independent Policing Oversight Authority (IPOA) now says six police officers will be arrested and charged with various serious offences including deaths and assault.

IPOA Chairperson Anne Makori, in a statement released on Thursday, said the decision was arrived at upon independent review of the case files by the Office of the Director of Public Prosecutions (ODPP).

Administration Police officer Lotugh Angorita will be charged with murder of secondary school teacher Colleta Amondi Ouda in Siaya County.

Ms. Ouda was reportedly shot by the police officer who was responding to a burglary incident at Usigu market.

Four police officers – Festus Kiptoo Saha, Boniface Wambura Chacha, Joseph Mwaniki and Nashaon Adera – will be charged for causing grievous harm to Abdilbrahim Noor during an arrest at Gateway Hotel in Garissa.

Another officer, Duncan Ndiema Ndiwa alias Champes, will be charged with the murder of 13-year-old Yassin Hussein Moyo who was shot at the balcony of his parent’s home in Kiamaiko, Nairobi, on March 30, 2020.

The boy had been curiously watching police patrol the streets with his mother and siblings during curfew when a stray bullet struck him in the stomach.

IPOA on Tuesday said 15 people had been killed and 31 others injured by police officers since Kenya heightened security measures to curb the spread of the coronavirus.

The authority said it was investigating about 87 complaints of serious injuries, robbery, inhuman treatment, sexual assault, and deaths.
