Speaker Justin Muturi is the worst ever  MP Alfred Keter

The Nandi Hills Member of Parliament Alfred Keter has accused National Assembly Speaker Justin Muturi of frustrating the motion of impeachment against Devolution and Planning Cabinet secretary Ann Waiguru.

Mr Keter says his motion to remove the CS from office had been endorsed by enough number of MPs and Parliament lawyers.

According to the MP, at least 180 of his colleagues appended their signatures to the motion surpassing the required 88 signatures by a huge margin.

The MP, who is attempting for the second time to impeach the CS over graft allegations in herb Ministry, says Speaker Muturi ‘is the worst Speaker’ ever accusing him of sabotaging the process by blackmailing the MPs to withdraw their signatures, something he says is against the standing orders.

He says the Speaker is under instructions from State House and said that he (Muturi) should let Kenyans know who has been embezzling their funds.

He added that 11 lawyers from Parliament who approved the motion did not see a problem with it and dismissing it on grounds of technicalities was just a way of frustrating his efforts.

“The document was approved by 11 lawyers that the National Assembly clerks depend on and they said it meets the threshold,” said Keter.

He further alleges that the government is ready to sacrifice Devolution Planning Secretary Eng. Peter Mangiti by accusing him of misleading Ms Waiguru.

However, unconfirmed reports intimate that the MP filed the Motion Wednesday and not on Tuesday as he claimed.

Waiguru has been under fire over allegations of financial impropriety in her Ministry with an asset register for the year 2013/14 showing inflated price of items.

However, her PS, Eng. Mangiti, denied the report saying it was a wrong one and an updated one was being prepared and would be presented to the Parliamentary Accounts Committee (PAC) for scrutiny.

This was the second time the Ministry is being accused of misappropriating public funds. Few months ago, the Ministry lost Ksh 791 million through the National Youth Service (NYS) programme where huge amounts of monies were paid without any job being done.

An investigation report from the Directorate of Criminal Investigations (DCI) showed that amounts paid out to contractors were inflated where zeroes were introduced to transactions.
