"The lightning struck as it was raining and hit some explosive materials kept inside a plastic bag resulting to explosion," said the eye-witness, Rabindra Singh.

"Therefore, it led to the building collapse and three people died on the spot," he added.

The injured were taken to Rajendra Institute of Medical Sciences where they are now receiving treatment.

Efforts to speak with the administration bore no fruits as they refused to comment on the incident.

It is alleged that the construction company is run with the help of a local legislator Chandra Prakash Choudhary, who is also a state minister.
