Three top public servants on EACC radar over Ksh.1B
- Thomas Gitau Njogu (Interior Ministry accountant), has a monthly salary of Ksh.97,000 but acquired wealth amounting to Ksh.115million within one year.
- Stephen Osiro (former head of accounting for Nairobi County) is Kidero’s co-accused and had a monthly salary of Ksh. 65,000 salary but acquired Ksh.330M within five years.
- Joseph Gikonyo (KRA manager) had a monthly salary of Ksh.119,000 and it would take him 416 years to make the Ksh.615million he obtained within a period of eight years.
Citizen Digital has now obtained exclusive an anti-corruption agency operation to recover Ksh.1billion from just three Kenyan men.
According to the Ethics and Anti-Corruption Commission (EACC), the three obtained the money within a short period yet none of their salaries are above Ksh.200,000.
The first suspect, Thomas Gitau Njogu, is an assistant accountant at the Interior Ministry while the second, Joseph Gikonyo, is a manager at the Kenya Revenue Authority office in Eldoret.
The third person, Stephen Osiro, previously served as head of accounting at City Hall in Nairobi and is co-accused in the corruption case against former Nairobi Governor Evans Kidero.
Njogu questioned over Ksh.115M
Court papers revealed that the first suspect, Njogu, has a monthly salary of Ksh.97,000.
However, he acquired wealth amounting to Ksh.115million within one year. To acquire such an amount with his salary and without any bank loans, he would need to have worked for 98 years.
Some of the properties the EACC claims he owns include a 0.7 acre land in Thome Estate valued at Ksh.40million.
He is also said to own two parcels of land measuring an 1/8 of an acre each in Kabete, where he was constructing apartments. All the three properties valued at a total of Ksh.63M.
It would take KRA officer 416 years to make Ksh.615M
According to the anti-graft agency, the KRA officer been earning a net salary of Ksh.119,000.
However, he allegedly could not account for Ksh.615million acquired within a period of eight years from 1998-2016.
Given his monthly salary, it would take the Gikonyo 416 years to make such a fortune, if he did not invest the money in any ‘miraculous’ high-return business.
EACC claims Gikonyo has heavily invested in three prime properties at the Coast including a six-acre piece of land in Mtwapa valued at Ksh.27million.
The KRA manager was allegedly developing apartments on a 0.6-acre piece of land in Nyali suburb valued at Ksh.125million.
He is also supposedly constructing residential houses in Shanzu at a cost of Ksh.25million. This brings the total amount of his property at the coast valued at Ksh.177million.
In Nairobi, Gikonyo allegedly has 12 vacant plots scattered across the county: a three-bedroom maisonette at Greenspan Estate and another plot where he has set up an office block and carwash business.
The total value for his properties in Nairobi is valued at Ksh.87million.
Ex-Nairobi County official had Ksh.65,000 salary but acquired Ksh.330M
Osiro is Kidero’s co-accused in a case where the former Nairobi Governor has been charged for allegedly defrauding the county of Ksh.213million.
In the suit papers, Osiro allegedly could not account for property worth Ksh.330million acquired within a period of five years from 2011-2016.
The former head of accounting earned a net salary of only Ksh.65,000 monthly and it would take him 418 years to obtain the above amount.
According to the EACC, Osiro has ten properties scattered across Kisumu County listed for repossession valued at Ksh.158million.
These include six apartments, two vacant plots and two arable pieces of land one located within Muhoroni Sugar Factory.
In Nairobi, Osiro has six properties ranging from two-bedroom apartments to a maisonette under construction totaling Ksh.138million.
The properties are located in Nairobi’s up market regions including Runda, Lavington, Kileleshwa and Mbagathi Road.
