ADAK to audit federations for anti-doping compliance

ADAK Chief Executive Officer Japhter Rugut has revealed that ADAK will start monitoring the compliance of sports federations in Kenya to the requirements of the World Anti-Doping Code.

Rugut explained that the Agency is empowered to enforce and monitor compliance of sports federations to anti-doping interventions.

“We have held two forums with most of the sports federations in this country where we sensitized them on the requirements of the World Anti-Doping Code and our role in ensuring their compliance.

“In the same forums, we had a big number of the federations signing onto our Rules thus committing to put in place anti-doping mechanisms for their members. The time has now come for us start auditing how far the federations have gone towards the implementation of this requirement,” Rugut said.

While revealing that the Agency has already established an audit and compliance monitoring plan covering the whole of 2018/2019 Financial Year, Rugut added that there are several key areas that the Agency will be looking out for to ensure that the process of complying is initiated and continuing.

“We are aware and alive to the fact that this is not an event but a process for our sports federations, who are one of our key stakeholders as a National Anti-Doping Organization. However, the federations also should realize that we need to see their commitment to this process which we shall support by way of guiding and providing the much-needed sensitization.

“For example, they must include clauses in their constitutions that promote anti-doping activities. We are now going to be visiting respective federations to check how far they have gone with this,” he added.

Earlier this year in April, ADAK hosted some federations for a sensitization forum after which they committed themselves to the establishment of anti-doping interventions for their members.

Speaking during the event the Director, Standards and Compliance Sarah Shibutse reminded the federations of the requirements of Article 12 of the ADAK Rules.

“We have continued to enjoy a very good working relationship with sports federations in Kenya. It is for this reason that we shall continue engaging them on how best we can complement each other’s efforts in the fight against doping especially now that we are embarking on auditing their compliance levels.

“At the same time, we wish to remind them that non-compliance could lead to, among other things, deregistration, withholding of financing and fines. We urge them to continue familiarizing themselves with the rules to avoid such eventualities,” she added.

The Anti-Doping Rules are adopted and implemented in accordance with ADAK’s responsibilities under the world Anti-Doping Code and in furtherance of ADAK’s continuing efforts to eradicate doping in sport in Kenya.

The rules make it mandatory for all sports federations to recognize the authority of the Agency as well as ensuring that their respective constitutions have clauses on promotion of Anti-Doping practices failure to which they can be deregistered by the Registrar of Sports.
