IOC sends delegate to unlock Nock-Ministry stalemate

The International Olympics Committee (IOC) has sent Association of National Olympics Committee for Africa President, Lassana Palenfo, to the country as they seek an end to the stalemate between National Olympics Committee-Kenya and the Ministry of Sports, Culture and the Arts following the Rio 2016 scandal.

Palenfo was expected in the country on Wednesday evening where he will make a follow-up examination of the road map to reforms  spearheaded by IOC during a joint meeting with both at their headquarters in Lausanne, Switzerland.

In the September meeting, Nock boss Dr. Kipchoge Keino and his Executive were backed to lead reforms and organise free and fair elections following the Rio 2016 fiasco where the national Olympics body officials were accused of embezzling money and stealing kit meant to Team Kenya besides mistreating the athletes.

Also present were representatives from ANOCA and the Association of Summer Olympic International Federations (ASOIF).

Speaking to Citizen Digital on Wednesday, Nock Secretary General Francis Kinyili Paul said they hope the IOC delegate’s visit will help bring them bridge relations with Sports Cabinet Secretary Dr. Hassan Wario and his Ministry.

“Palenfo will first attend our stakeholders meeting from 10am at our headquarters then meet with the Cabinet Secretary the following day.

We expect to know whether Wario disbanded Nock or not. He was supposed to make formal communication but he is yet to do so, hence we are still in doubt. On account of the Olympics Charter, we have not been disbanded and therefore it has been business as usual,” Paul who is facing charges of stealing Nike kit belonging to Team Kenya told.

“However, when we went to apply for our Interim Registration Certificate we were informed that Wario is holding it. We don’t know why he is keeping it but hopefully that will equally be clarified,” the long-serving Nock official added.

IOC called for the Nock Constitution to be reviewed, amended and be submitted to them for approval and new elections held before December 31 with the Olympics governing body calling for the suspension of Keino as chair to be lifted.

Separately, the Nock Interim Management Committee that was established by affiliate federations following the disbandment of the national body have claimed they will not recognise the IOC’s delegate meeting.

 

“Under the current NOCK Constitution, there is no room for a stakeholders meeting but only three types of meetings that can be called for and held, which are; the Executive Committee meetings, General Meeting and Extra Ordinary meeting. All decisions that are passed in these meetings all follow the constitution in place,” the Interim Secretary General, Andrew Mudibo wrote in a press statement.

Mudibo who is also the Table Tennis Kenya President added that Nock are yet to send forward their proposals for Constitutional reform as required.

“The current Nock Constitution clearly defines how any amendments can be made and as affiliates we have already sent our own within the required time frame with proposed amendments as respective Federations.

“These proposals will have to be voted on at the Extra Ordinary Meeting. The Nock Executive is welcome to bring its own draft so that it can also be voted on as they are part of the General Assembly and not the exclusively a Nock entity,” Mudibo added.
