KRU deny receiving Sh94m from Govt

The Kenya Rugby Union (KRU) is adamant that they have only received Sh3m from the Sports Fund, dispelling the Ministry’s claims that Sh94m from their initial budget of Sh194m had been disbursed.

A document seen by Citizen Digital on Wednesday showed KRU had received Sh94,374,100 from the Sports, Arts and Social Development fund but the federation boss Oduor Gangla maintains barely a portion of that figure was received.

The KRU chairman Gangla was responding to a broadcast on Citizen TV where the Sports PS Amb. Kirimi Kaberia discussed various issues revolving around the utilization of Sports Fund which has come under sharp scrutiny and left his docket at loggerheads with federation chiefs over the past month.

In the interview, PS Kaberia described the step-by-step process from application of funds by the respective sports federations to disbursement.

“The federations bring their application to the commissioner of sports, sit with the sports council, analyze it and then they forward it to the fund.

“The fund does the review, if they returned they are sent back so that the federation to provide the answers; a board paper is prepared by the secretariat and is presented to the fund. Once it’s debated and approved, a paper is  issued to each of the federation indicating the application has been approved,” PS Kaberia said.

However, the current system is set to undergo an overhaul with the Ministry of Sports out a new process where federations will be required to provide their calendar of events and projected budgets by the end of this year.

“We got 3.3 Million Kenya shillings which was for Chipu. We have followed the exact same process he describes, have a board approval and still no formal communication more than 100 days after approval on July 16. This really is the crux for us.

“We had so many meetings with Commissioner of Sports and KNSC who all signed off after laborious review. We already signed to account for all monies. We already successfully accounted for past monies received for U20 and even returned a surplus,” Gangla lamented.

Last week, the Sports Cabinet Secretary Amina Mohamed conceded the Sports Fund procedures need to be streamlined in order to efficiently benefit the country’s national teams.

Amina acknowledged there is a huge gap between approval of moneys requested by federations and disbursement into their accounts and vowed to push for the establishment of a faster system.

Her admission followed an eventful week in which the national women’s football team Harambee Starlets was disbanded and the KRU offices raided by auctioneers over pending debts.
